COMMUNITY RALLY TO SCRAP RACIST BILL C-50!
by No-one Is Illegal
Recently the Conservative government introduced a series of amendments to the Immigration and Refugee Protection Act buried in Bill C-50, the budget bill.
Recently the Conservative government introduced a series of amendments to the Immigration and Refugee Protection Act buried in Bill C-50, the budget bill.
This undemocratic move sneaks in critical changes to immigration policy without proposing any of those changes before Parliament.
Under the proposed changes, even if someone meets the necessary- already stringent- criteria for a visa (such as permanent resident, visitor etc), the Minister can reject the application without any Court review.
Under the proposed changes, even if someone meets the necessary- already stringent- criteria for a visa (such as permanent resident, visitor etc), the Minister can reject the application without any Court review.
The Minister will also have the power to issue quotas and restrictions on the category (including Family Class and Economic Class immigrants) and country of origin of people. Humanitarian and Compassionate applications no longer have to be examined if the applicant is outside Canada.
Finally, the Minister will have the power to decide the order in which applications are processed, regardless of when they are filed.
These sweeping changes will give enormous and arbitrary powers to the Minister around application processing, while perpetuating a racist and anti-poor agenda of setting immigration agendas based on 'labour market needs'. The government is stating that these measures are a solution to the growing backlog by essentially giving the Minister and her department the power to kick people off the backlog/waiting list.
The major lobby for Bill C50 comes from employer organizations and business lobbies who want immigration policy to meet labour market needs, meaning immigrants are disposable other than their value as cheap labour.
These proposed legislative changes come in the context of a global capitalist and nationalist reinforcement of labour flexibility as the guiding principle of immigration policy, where migrants are only as valuable as their labour. In conjunction with the Security and Prosperity Partnership Agreement, it is clear that the priorities will be relatively wealthy people applying under the skilled worker program and investor classes, as well as increasingly vulnerable temporary migrant workers.
The Conservative government says they are "welcoming record numbers of newcomers", however the reality is that the percentage of permanent residents is decreasing while there is an increase of vulnerable temporary migrant workers without basic rights. Such 'categories' of workers will be favoured for "priority processing" at the grave expense of family class, refugees, and other 'undesirables'.

This commodification is taking place in an increasingly racist and hostile climate to immigrants, who are perceived as security threats, backwards, too accommodated etc.
In respose to an overwhelming negative reaction to these amendements, the Immigration Minister has recently been forced to attempt to spin these regressive changes, including launching a intense advertising campaign only in ethnic media to help get the bill through second reading within the next few weeks!

Bill C-50

What a weird article. This bill obviously has nothing to do with ones race or ethnicity or anti-poor anything. In fact what comes to mind is equality, balance and fair immigration regulation on the part of the Canadian government. I think people were taking advantage of the Canadian system and decided to end the abuse because current policy was having a negative social and economic affect on the country. The second part is in Spanish which makes this article a little suspicious as to its motives.

I might say the same is true of your comment, "It's weird." I'm sure the system is being manipulated by both prospective immigrants and the so-called New Government of Canada. If Mr. Harper wishes to change immigration policies in Canada, which he apparently does, then why slip it into the budget bill? This sounds a lot like the practice common in the United States of paper-clipping bills, adding riders that have nothing to do with the bill being considered for passage.
You may be right too, that there is no racism included in the bill, but can you say the same of your comment? Why on earth would the fact the release is also in Spanish make you suspicious? There are thousands of Spanish-speaking citizens in this country, many of which are recent immigrants. Do you contend they should learn to read English before being made privy to what their government is up to?

The reason I mentioned the Spanish is because it looks like a special interest deal. Its not the policy its about a specific group that's challenging the bill. Groups like this do no respect immigration regulation of any society. The same type of propaganda happens in the US all the time. They use the race, the hate card and everything else in between. True immigrants who come to America are required to learn the English language. Just last week they busted a meat packing plant using child labor in north Iowa and the majority of plant workers were smuggled in. There was even a meth lab in the building. I think these are the same anti-American and now anti-Canadian groups that have migrated north into Canada. Their specific goal is to end immigration regulation or commonly known as open borders for Mexicans and Latin Americans who do not respect other countries and their societies. In fact the reason they do this is because they don't respect their own society.

I happen to be a CANADIAN citizen. The only thing I find suspicious and ridiculous is that this sneaky Harper is hiding the fact that he wants to change the immigration laws without proposing any of those changes before Parliament.

The changes are needed...

I think the changes being brought about are good for the country and also for the individual (the immigrant). Immigration has to be a need based phenomenon. It should bring benefits at both the ends. Say for example, if a good professional, from a particular field, lands up in a country where his professional field is not valued, more than the loss to the immigrating country that individual will be frustrated. He could have lead a better life in his own place. It’s a win-win situation.

Change is Good?

To A.P.: The thrust of the article is not to deny the benefits of both "change" to our society (look what mileage Obama has got with that one little word!), and the positive contributions immigration makes, but questions the nature of the proposed changes: unpresented and undebated in the country's Parliament.
Also, the nature of immigration is changing in the country in some disturbing ways. It seems the Harper administration, and its predecessors, believe Canada needs employ a so-called "guest worker" program. This has proven disastrous in Germany and the States for both the "guests" and the labour market. The riots and killings in Germany are a very stark illustration of what these "two-tiered" societies degenerate into. What doesn't make the evening news is the endless abuse and humiliation suffered by the "legitimate" workers and the many "illegals" this system intentionally camouflages. These latter are often little more than slaves, threatened with imprisonment by the State should they object to their treatment, or worse.
Sure, change is good, God knows we need a lot of changing in this land, and yes, immigrants made Canada what it is today, but if Harper's proposed changes are beneficial to us all, then let's have it out in the open.

Bill C-50 is a good idea

Bill C-50 is the best thing to do before our country gets taken over.... I'm tired of the government letting all these people in and saying we have to be more diverse while we are the majority in this country.... We should have more control on immigration... Since Stephen Harper has been prime minister, this country got more what it needed and immigration control is one... I think most of us were sick of the liberal policies and liberal lax on immigration
