Under this new occupation following the bloody US-imposed Boca Raton regime, they are not incarcerating the heads of Lavalas; under President Preval's reign, they are executing them, one by one...first Lovinsky, now it's Dr. Maryse Narcisse has been disappeared.

HLLN Urgent Action Alert - October 29, 2007

Maryse Narcisse has been disappeared, taken by armed men in front of her house, as of yesterday, October 28, 2007 between 7 and 8 pm.

According to sources HLLN spoke to in Haiti, the police have been apprised and are working on the matter.

More information will be posted as it becomes available.

Dr. Maryse Narcisse was appointed spokesperson for President Aristide after the 2004 coup d'etat and is currently an executive member of the Ruling Lavalas Executive Committee for Fanmi Lavalas. She was forceably taken, by a group of armed men, as she reached her home, after leaving a meeting with So Ann and others of Fanmi Lavalas. Sources report they abducted her and rushed off in their car with her.

Initially there was no ransom demand and it was a clear political removal. But, according to our latest information, a ransom demand has been made for $300,000 and the criminals are said to sound to be in a hurry...
 
Perhaps the sudden request is a cover to confuse and mask the political nature of the dissappearance, as it was when Lovinsky was dissappeared. Time will tell. HLLN hopes and prays that the Dr. Maryse Narcisse abduction is not a political disappearance as with the Lovinsky case and that Dr. Maryse Narcisse will be safely returned, after payment of a ransom, to her loved ones and to continue her advocacy work defending Haitian rights and the poor majority against imperialism, UN occupation, a racist global economic system and dictatorship.

Dr Maryse Narcisse, membre du Cabinet Particulier du President Jean Bertrand Aristide en charge de questions sociales et des dossiers de sante publique.


Avant de rejoindre le Cabinet Particulier du President, elle a travaille de nombreuses annees tant dans le secteur public que prive, occupant progressivement des hautes fonctions au niveau du a Ministere de la Sante Publique et de la Population ainsi que au Ministre des Affaires Etrange.

Elle fut successivement coordonatrice nationale du Programme Elargi de Vaccination, Directeur a la direction 'Education et de Developpement des Ressources Humaines et Directeur Général au Ministare de la Sante Publique et de la Population. Dr Narcisse a particip activement a la planification, à l’evaluation et à la formation du personnel de santé pour la première campagne nationale de vaccination en Haiti. Comme Directeur Général au Ministère de la Santé Publique, elle a géré le Ministère et coordonné le developpement et l’implantation de normes au niveau national. Nommé Ministre Conseiller à la Mission Permanente d’Haiti auprès des Nations Unies, le focus de son travail a été les questions sociales telles éducation, santé, droits humains et la question du genre.

Dans le secteur privé, elle a collaboré avec le SOE comme directeur d’un projet integré de santé dans l’Artibonite, avec l’OMS comme consultant national du Programme Elargi de Vaccination et du Programme de Contrôle des Maladies Diarrheiques, puis à Save the Children où elle occupa le poste de Directeur technique en Santé. Elle a participé au développement du premier guide national de traitement des Maladies Sexuellement Transmissibles. Dans les conditions très difficiles qui suivirent le coup d’état de 1991, elle forma une coalition de 10 ONGs travaillant dans les communautés rurales du Plateau Central pour developper des interventions pour la prévention du SIDA. Avec des partenaires, elle a fondé MEDICORPS une firme de consultation pour l’évaluation des programmes de santé.

Dr Narcisse a consacré une partie de sa carrière à la Recherche au « Département de la Santé de l’Etat de New York », particulièrement dans le développement et l’implantation de projets de recherche et d’évaluation.

Durant toute sa carrière, Dr Narcisse a toujours montré un interêt particulier pour le développement des communautés rurales et la promotion des projets ciblant les femmes. Elle a participé à de nombreuses conférences internationales où elle a présenté des sujets comme la vaccination, la prévention du Sida et des maladies sexuellement transmissibles. Détentrice d’un diplome de docteur en médecine de l’Université d’Etat d’Haiti et d’une maitrise en Santé Publique de Tulane University aux Etats Unies, elle termine un doctorat en Santé Publique option Epidémiologie et planifie de présenter sa thèse d’ici 2005.
