			<description>This is an excellent exposition of the issue.  The proliferation of claims under RS 2477 is just another attempt to turn back the clock and undo conservation areas that benefit us all.  When Congress repealed RS 2477 in 1976 it replaced it with a provision allowing counties to apply for rights of way under Title V of the Federal Land Policy and Management Act.  If the counties believed they had a persuasive case, that would be the way to go.  Instead, they're spending the taxpayers' money on lawsuits, hoping to punch roads through unspoiled lands in national parks and wildlife refuges. - a guest</description>
