Making inquiries into current Canada-UK cross-passport rules recently, I discovered things have changed. It now appears, Canada is happy allowing the newly created 'North America Passport Production Centre' located in Washington, D.C., U.S.A. handle the case.
Check it out, write them yourself, and as they say; "Thank you for your email."
Passport and Visa Enquiries: From November 2008 all new passport applications made by British nationals in North America - including Canada - will be processed at the North America Passport Production Centre in Washington DC.
Please go to the following link at http://ukinusa.fco.gov.uk/en/passports , for all of the information that you need. You will be able to download and print UK passport application forms from this website.
